North’s rebid of 2s shows five spades and at least four hearts.  South could rebid 2NT or 3 but the one bid South cannot make is 3.  In order to raise a secondary suit directly, a four-card suit is required. Rebidding 2NT would tend to show a balanced hand (two spades) so 3 would be the choice bid on this hand.

If North rebids 3s,

Then South has a simple raise to 4.
